I believe there's something bigger brewing and he's sending troops into city's to be ready for whatever may come. "cleaning up streets" is an umbrella to prevent chaos.

Um, the national guard is the state militia. It receives federal funding and is given federal orders to assist the country’s military, and receives national military services/veterans rights. But, it is under the jurisdiction of the state governor.
