In the PH, that technique is still used after men/boys get their haircut. Like the neck and back area. Said to help remove the cut hair.

Omg - have you ever seen the 1980’s Ringling Bros video on how to do clown make-up? They have similar approaches to powder but it’s such a fascinating look at that style of make up.
