Guys stop arguing. The novels LITERALLY said akaza was trying agaisnt both of them. The only difference is that objectively akaza went harder on Giyu and tanjiro because they had their marks and stuff. In base i would say they were objectively on equal terms ( I mean akaza Vs Giyu and akaza vs rengoku).
