The tank should be grounded mainly for loading and unloading. Fuel truck should have a grounding cable from truck to tank when loading/unloading as the movement of fluid through the hose can cause static electricity.

I believe it's because the top layer of dirt/gravel/rock is dry (wich doesn't conduct electricity very well) and the ground rod goes down 6-7-8 feet in the ground where there is more moisture available to dissipate any electricity away in the event of there having any to dissipate.
