They can legally do this. It’s typically a way to force you to quit. They need to reduce their workforce (normally a layoff) but this way they don’t have to pay unemployment.

I have also learned you can’t plan your life around your works promises. I’m a fed employee and moved into a “nicer” home in January so I could enjoy my telework more and my dog could play in the backyard while I worked. Only to be called back in to the office full time in Feb. and never get to enjoy my home.

I would not go back into the office. The worst that happens is they fire you and you get unemployment. Don't quit.
