In all fairness, it is the Puertorrican government that is making tax incentives attractive to corporations and individuals, not the American government. We do enjoy protections from the US government in the realm of international trade and travel. It’s not all one sided or caused by the American government.

Spanish is not the native language of Puerto Rico. You forgot to say that Spain forced the Spanish language on the people, Taino, already there. They also brought the African slaves to PR. We are a mix and have been colonized twice.
