Here's my take - you hit the nail on the head that the govt can access a lot of this information anyway. That's means that *at best* this is a waste of money (would we rather spend £1bn on something else?). But at worst it's a government app that has to be installed on a device that knows your location every minute of the day, knows who you talk to. It's unclear what happens if someone steals your ID. How do we stop abusive spouses taking their partners phone to deny them access to services if they can't prove who they are? I think there are some huge risks to this for very little benefit
