I hate to take issue with the premise but here we are. I wonder if immigration is free and unregulated as you suggest? Does every member world agree to unlimited immigration forever? TBH it seems kinda dystopic that the Federation talks what they talk but dont allow member worlds autonomy over their own soil.

That would imply that too many species moved to earth for the oceans to handle. But what your question is not taking into account is the fact that these people would be as intelligent as humans. So they would probably get their food sources, the exact same way land based species do. Be in a store or a delivery of some sort of growing their own aquaculture. And they would still be responsible for following all laws on the planet Earth, including environmental and conservation laws. So to sum it up now they would not upset the ecosystems on the planet Earth.

Well cetacean ops is a thing. And lower decks shows a few cetacean officers. I imagine there is cetacean infrastructure on earth and therefore probably other federation worlds. As an aquatic species you’d probably live in one of those aquatic cities or settlements. They’d either also use replicators or have another way of providing food without wrecking the ecosystem.

Sentient species shouldn’t eat each other. If an animal can feel emotions, make decisions, ponder what to do next then they shouldn’t be used for bio-fuel, per se. So, are fish sentient like mammals are? I don’t think so. And if aquatic aliens want to live in our oceans and eat all the fish they want, go for it, just replace the gaps in the food chain that would result.

why do you think all aquatic creatures eat other fish. maybe some eat plants, or maybe things we as humans don't consider food. I've been a fan from TOS and we've all seen different species live off of things like salt to plasma beams. so anything is possible.
