This is a move that has awakened governance questions and the power or limitations of ministers. Furthermore, a realisation that decisions can be made within government governance structures. Last month, the Minister of Works and Transport, Veikko Nekundi, dissolved the Engineering Council of Namibia (ECN) board, removing all members with immediate effect. The announcement was made through official statements and media posts. The ECN has been the subject of infighting and indecisiveness with leadership struggles over the years. Nekundi, who has led the ministry since 22 March 2025, has adopted a zero-tolerance stance on mismanagement and poor governance. When asked to comment, he declined to elaborate, but promised to release a formal statement upon his return to office. Last week, Minister of Urban and Rural Development, James Sankwasa, followed suit by dismissing the entire Katima Mulilo Town Council. The announcement, made during a formal meeting and circulated through social media and official channels, also took immediate effect. Sankwasa’s decision prompted various reactions, with some questioning the legality of his actions and the distinctions between ministerial power and those voted for by the public. Sankwasa justified his decision by citing poor performance, unlawful land transactions, and financial mismanagement. He revealed that the council had exchanged valuable land for depreciating assets such as vehicles, quad bikes, and drones. “Land is a fixed property that appreciates in value. Vehicles, quad bikes, and drones depreciate. Even if both are valued at N$900,000 today, after two years the land will be worth over a million, while the vehicle might only fetch N$500,000,” he explained. The minister further criticised the council for ignoring his directives on dispute resolution. Instead of addressing human resources matters internally, the council hired external lawyers, spending N$60,000 that Sankwasa argued the struggling authority could not afford. Until an administrator is appointed, Sankwasa will personally oversee the council, with the CEO reporting directly to him. While acknowledging that not every councillor was involved in questionable decisions, he stressed that in the absence of official minutes, the council must take collective responsibility. The dismissal of the council was formally announced on 15 August 2025, after it failed to respond to an earlier notice granting them a right of reply. Sankwasa has since remained in the Zambezi Region with officials from his head office to oversee the transitional process. During a community gathering, where he was met with loud applause, Sankwasa assured residents that an administrator would soon be appointed. The gathering followed his session with the former council management, during which he formally handed them their dismissal letters. A number of residents welcomed the move, describing it as long-overdue accountability. “We want to commend Honourable Sankwasa. The residents at large are quite happy with the situation on the ground,” said Katima resident Jakes Masilo. Another resident, Pretty Gera Simiso, noted that the decision came after repeated petitions were ignored, saying “They not only ignored this petition, but failed to even acknowledge receipt. Hence, we also wrote to Sankwasa to call for the council to be dissolved immediately.” Maria Maswahu added: “We have roads full of potholes.
