Brian Harrison said he never imagined the money would pay for what he called "effectively warrantless surveillance." Abbott's office pointed to reports of misuse as a reason for the pause. One example is a Lufkin police officer who faces 100 counts for allegedly misusing the system to track 11 people. At least six other law enforcement agencies are investigating officers for violations. However, the order does not mean every Flock camera in Texas has been turned off. Texas had an estimated 13,000 Flock cameras as of late August 2026, and at least 900 cameras have since been unplugged following the state's funding freeze.
