I don't know why electricians are so smug. here in Alberta sheet metal is qualified to do any electrical up to 500 amps which means we can open the panel and add or remove breakers.

Just so you know, just because it’s messy doesn’t mean it’s done wrong, just like if it’s done nearly doesn’t mean it’s done right. Tell me how you find loose wires without touching stuff you’re not qualified to touch, just asking.

Electrician here, Inspector absolutely can take covers off. If there is an electrician on site, the Inspector might ask them to do it. If everything is installed properly, removing a cover is 100% safe. I wouldn't advise home owners do it, because they may not know what they are doing, and there is no reason a home owner should be in electrical equipment anyway.

Matthew is 100% wrong. He's considered a qualified person with his training. He can't alter anything, but absolutely is allowed to open a residential panel.

Truthfully you need the HOME OWNERS WRITTEN permission to touch their personal property. This needs to be addressed by inspectors. They only deal with buyers…. But where is the agreement to let you open the sellers panel?

what is funny is if the municipal inspector did his job on a new build, they should have found anything wrong with the panel. electrical inspection before insulation and boarding.✌
