3 weeks holiday with spending money not including taxis and extra baggage going home cost us £17,000. As a florida resident wouldn't it be cheaper for them to get a resident annual pass?

His own fault, zero sympathy. Before you rock up at a place like that you do your research into costs like parking, food, rides, etc., as well as possible restrictions like weight or height for the rides. Disney is NOT a place you go to on the spur of the moment !
