No, there is no known story of Mickey Mouse befriending a character named Eustis who was then turned into Pluto in 1929. Pluto first appeared in 1930 as an unnamed bloodhound in The Chain Gang, then as Minnie Mouse's dog "Rover" in The Picnic later that year, and was finally named Pluto in the 1931 short The Moose Hunt.
