When auditors engage in harassment or bullying behavior that significantly disrupts the workplace, it is no longer protected by the First Amendment.  Restricted and non-public areas The First Amendment right to film public officials is not absolute and does not apply to all parts of a government building.  Public vs. non-public spaces: The right to film is strongest in public spaces like lobbies, hallways, and meeting rooms. However, the government has greater authority to restrict filming in non-public areas, including individual offices, breakrooms, or secure facilities. Clear signage: To enforce these restrictions, non-public areas must be clearly and visibly marked with signs, such as "Employees Only" or "Authorized Personnel Only". Trespassing: If an auditor enters a properly marked non-public area and refuses to leave when asked, they can be cited or arrested for trespassing.  When filming becomes harassment While auditors can be intentionally provocative, their actions can cross the line into illegal harassment or disturbing the peace.  Unreasonable disruption: An auditor can be asked to leave if their behavior is unreasonably disruptive to business operations or prevents other citizens from being served.
