The motor looks like it’s spinning great. Not sure if that’s wheel driven or belt driven. If it’s belt driven replace the belt. For wheel or belt. Take the plate out, and the wheel or pulley out of their bushings. Hook a bore brush up to a drill and spay wd40 oil of choice into the bushing and clean out the old gummed up oil. Then clean the spindles for the plate and drive wheel or pulley remove all the old tacky grease. Wipe everything you just cleaned out dry. I like to lube parts back up with either hair trimmer oil or typewriter/ sewing machine oil. That’s worked great for me on several 40s 78rpm. Do not mess with drive wheel rubber unless you have a replacement.

The grease in the mechanism has turned to chewing gum. Looks like a VOICE OF AMERICA turntable. Google VOA. Parts are available.
