Portuguese here. As more and more people are finding Portugal dubs, lemme explain the reason some them sound like this. As you know, Portugal is a very small country, and for cartoons and dubs, no one really had knowledge on how to do it properly in late 90's. So the first Portuguese dub team, was just more focus on having fun while dubbing. This is why this one and the dragonball dubs sound funny. TLDR: No one knew how to do proper dubs in Portugal in the late 90s, so they just say: feck it we ball
