i had vip for skz with random queue numbers in frankfurt, showed up 30 minutes after they started (11am i think?), got into the queue of my pit, there was a box office with several booths for each pit and at the end of the big queue an employee assigned you to a random booth, once you go up to the employee there they check your id/passport, search for your ticket in the system with the name on your id and once they find it you get a wristband with the number printed on it (i got 191, people who came at the same time as me were in 390s, friends who got their numbers later got numbers in the 170s, it was truly random but if you checked in as a group you got numbers after each other like 174-175-176), you were able to leave after that as long as you came back at the time they were starting to let people in and later you were separated into groups of 50 like 1-50, 51-100, 101-150 &&& where staff checked numbers and walked your sorted queue inside

I didn’t do VIP but from what I heard while following along the SKZ tour, it depended how unruly the crowd was and what mood the Live Nation rep was in, fans made lines before the official time they were allowed but if they stayed organized it would be honored
