As a pilot; You should declare fuel emergency when you have less than 30 mins of fuel remaining... Based on this case, there is not much to be questioned since they had already declared it.

Im pretty sure any emergency requires an investigation, no matter what the cause is, so it being investigated does not mean ryanair or the pilots did anything wrong.
