It's basically sleeping quarters for their pilots at the Mountain Home air force base in Mountain Home Idaho. We sold them F15's and are training their pilots.

Qatar is not building an air base, they are building a small training facility inside Mountain Home Air Force Base, right next to an existing Singapore training unit. Mountain Home is already an F-15 base, and both countries use it to train their pilots under U.S. Air Force oversight. This is incredibly common. Allies like Germany, Denmark, the Netherlands, and Singapore have all trained at American bases for decades.
