absolutely not excessive. just because you don't like it doesn't make it excessive force. the law and courts have already ruled this exact same thing is 100% justified. the case is Scott v. harris.

not to mention i believe evading the police is a felony. so he could face months to years in jail. and, lose his motorcyle license temporarily or even permanently.
