Rocks approved of what Whitebeard did because Rocks knew that they will not win and he wants to spare both Whitebeard and Kaido of the consequences, he let them run. Whitebeard tried to argue but Rocks stands firm of his decision. Kaido thinks Whitebeard betrayed Rocks by leaving him alone.
