I use my electric kettle bec it boils water super fast. then I pour it into a big pot, just repeat.

Boiling is water reaching a certain temperature so yes hot water does infact boil faster.

im pretty sure hot water takes long to staet boiling because the pot/pan has to reach the heat of the already hot water before ti can get hotter
