Haiti did have one of the earliest organized public health and quarantine systems in the Caribbean and the Americas. I wouldn’t say we created it. In the 14th Century it was Venice, Italy.

look at the context. After gaining independence in 1804, Haiti did indeed establish one of the earliest organized national public health and quarantine systems in the Americas. Here’s what is known: • Jean-Jacques Dessalines and later Henri Christophe recognized that protecting Haiti from foreign disease — especially yellow fever and smallpox — was essential for national survival. • In the early 1800s, Haiti set up coastal quarantine stations to inspect arriving ships and isolate potentially infected passengers or cargo. • These measures were part of the broader effort to protect the new nation from biological and economic threats, since European powers sometimes weaponized disease during wars and embargoes. • The Haitian system predates formal quarantine frameworks later adopted in many countries in the Western Hemisphere.
