Personally he sounds like he doesn't need to be thinking about a car, he needs to be thinking about CDs, mutual funds, & something he can buy at his age to get the best return.

why do them need to have a car at 16? That is NOT a must at 16. I'd tell them to put their money to grow in a brokerage account with some decent advice of what good investments are. Figure out about a car LATER
