What people don’t seem to understand is that police can’t use ‘suspicious behavior’ or the word of someone who called and gave a story, as a reason to detain someone.

They are legally allowed to detain you while they investigate for a reasonable amount of time – reasonable suspicion can be reached from a tip of a crime

Cops can never “convict” you of a crime, that’s not their job – they also don’t have to be the one who had witnessed it or show you proof immediately. Even after getting arrested, they have 24 hours to show you proof.
