Basically that folder is storing the image data for your tts mods. You should generally keep mod caching on cause it improves load performance, but you can turn it off here and there to help loading bugs, but if you dont empty those folders yes it increases in size but it also means your not downloading all the mod assets every time you load up a mod.

i had the issue where it stored so much data that new cards i would grab from the exporter would show up as blank cards
