IMO he’s very antagonistic. He was definitely bullying. He could have handled the situation much better. Not saying she’s innocent, idk. But I don’t like his attitude. He was going to arrest her no matter what, so why antagonize.

He didn't say anything disrespectful until he said until he said he would place her under arrest. "And as a adult, I can decide what's my mother's business." she should have said. Why is she being asked to sign something that he hasn't explained what she's signing? She shouldn't be signing anything without a lawyer present.
