Pennsylvania vs Mimms, US Supreme Court case. They can order you out of the car for safety reason, you can not refuse or it’s obstruction charge. There is no law on the books in any state that they have to tell you why they stopped you. In many states failure to produce ID is also obstruction and will result in additional charge or arrest. No law requires them to call a supervisor either. The side of the road is not court. Argue your case in court. Educate yourself, take the ticket, leave, argue your side in court. When you do it on the side of the road, it will never end well. Corrupt cop or not, you are not helping yourself by being difficult or arguing on the side of the road.
