Inside a moving train, you land in the same spot because both you and the air inside the train are moving at the same speed as the train. When you jump, your forward motion continues, so you stay aligned with the train. On top of a train, the air outside isn’t moving with the train. When you jump, the wind pushes against you, and there’s nothing to carry your motion perfectly. Friction and air resistance slow you down relative to the train, so it moves ahead and you land behind where you jumped.
