This is half misleading, it completely depends on if you have a CPU or GPU bottleneck, if you turn off hardware acceleration then the CPU has to compensate for additional work instead of the GPU and if you are limited by the CPU (which is always the case if you have high-end GPU) then you will be hurting performance even more
