They have to flush the lines otherwise, rust will collect. I promise you don’t want rust and contaminants on a house fire.

Ours are flushed every 6 months to make sure they don’t build up with silt

Good luck! They were testing the hydrant by my office every single day for over six months last year - they'd turn it on shortly after I got to work and then off again after I left for the day, it wasn't just running - but it was flooding the street every single day.

better to waste water making sure the hydrants work than to find out they don't work when you need one

So the city can dump water for free but we get charged for every drop we use

Typically they have someone watching it so it doesn’t flood people that are down stream but they have to flush it but every state does it differently I guess

Now About That Pod :
They do that all the time to flush out the lines and ensure it is working properly. They are more than likely still monitoring it. It usually runs for hours and the water gets fed back into the system through the drainage system.

Rather have them waste some water and ensure it works compared to it not working when they actually need it

Trust me it’s not. We had a fire in ATL and the hydrant had not been tested. A family were killed over the incident. And now the hydrants in some areas are different colors to indicate water pressure I think.

They’re flushing the system if it’s at the end of the line, it’ll stay like that for a while. Maybe get a sudoku or a puzzle to do. Or better yet solved world, hunger.
