They are all as bad, Charles didn't do anything until he was absolutely forced to. Clearly he was content to allow Andrew to retain all his rights and privileges until he was frightened into finally doing something. No great demonstration of good judgement or leadership there, just blind panic when it looked like the issue would engulf the whole of the royal family
