Monterey County leaders have declared a local emergency to prepare for a potential El Niño winter, allocating funds and suspending state regulations to mitigate flooding and debris flows. "What could be an extremely wet winter, I am very worried," said Monterey County Supervisor Kate Daniels. The declaration comes as officials anticipate flooding, rising seas, and debris flows, particularly in areas impacted by this summer's Big Sur fires. Preparations began earlier than usual, with crews working to clean out culverts and drainages to reduce the risk of flooding. "There's still going to be impacts. I don't want anyone to think that the preparations we're making are going to solve everything," said Monterey County Supervisor Chris Lopez. "We're still likely to see flooding on 101. We're still likely to see the rivers rise to a point it becomes uncomfortable. But what we're doing at this point is everything we can in mitigation and preparation." A resident expressed gratitude for the county's proactive measures. "I really am grateful that you, the council members, are putting in to approve the funds for projects such as this to fix culverts in communities that sometimes don't come to these county meetings," a Bolsa Knolls resident said. On Tuesday, the Board of Supervisors unanimously approved the emergency declaration, which allocates extra funds for El Niño response and suspends state regulations to expedite the clearing of river channels and creeks. "They're saying we will do the work. We have the tractors, we have the material, we have the diesel, we have the men. We're [going to] get in there and do it if allowed, but we want the allowance," Lopez said. Another major concern is the potential for debris flows in areas affected by the Timber and Plaskett fires in Big Sur. Relief funds are being set aside to help residents in these areas install mitigation measures on their properties. The emergency declaration highlights the county's efforts to prepare for the challenges of a potentially severe winter.
