I used to think the same but cameras eliminated theft. I lost a wallet with more than 300usd insides and found it on the same spot I dropped with all the money taken out. After that, I always have trust issues in Korea.

I went earlier this year and not only lost a passport on one occasion, but my purse with multiple passports, credits cards, and pocket wifi within the same day. The fact I got everything back so easily and untampered with was a huge relief.

Card transactions are visible in online banking, so if someone unauthorized use that card, they can be tracked and located.
