This issue has been ongoing with my fleet of BKR9000 radios. I think it's a broken vocoder. Try and analog and P25 simplex channel. It it works on analog but not P25, it's the vocoder. Unfortunately, it'll need to go back to Motorola.

I had that same problem, turned out to be the battery was overheating. New battery, works now.

we have the apx 4000 and they will do the same on the MARCS network. Have to key it a couple times to get it to want to transmit.

check the power output, you will be able to see the system, but not transmit, had an APX 8000 this past week with 0 watts output that acted the same

The key up issue, that be your radio being denied on a tower as your talkgroup is only permitted on the Cincinnati towers… The radio try’s the closest tower but keeps getting denied and pushed back to the Cincinnati towers.

You are probably outside the designated simulcast cell for that TG. Try switching to a mutual aid TG or one that is wide area trunking, and it should affiliate and key just fine.
