It's not. Cortana and Chief blur the dynamics between maternal/paternal/lover relationships. She's a literal copy of his surrogate mother. He's EXTREMELY protective of her. Chief is essentially a hurt little boy stuck in the body of a super soldier and was never taught about love, either familial or romantic bonds, and was trained to suppress biological urges. Cortana is a machine that wasn't meant to love but is still a copy of Halsey's brain at her core, whom already cared deeply about Chief as a son. They both represent how war damages people despite them both being the greatest of their kind.
