That’s not entirely true. If you look closely at the signs, it’s actually for the safety of the people standing in the middle two lanes where that car broke down. They’re all on the highway, so it’s just to make sure everyone drives past slowly and safely..

It's because government forces traffic trough this section. Say you want to go to noord holland from brabant the you are forced to go trough a "ring" or shared road, as you see there. And some people cannot drive 😂
