Activation lock is a thing meaning if it has Find My enabled it can never be reused unless if the owner removes it from find my, there are ways to bypass it but those bypasses aren’t unlocking it activation lock is tied to apple’s servers not on the phone itself, meaning if you’re bypassing an activation locked iPhone you’re just running an exploit & tricking the phone into thinking Apple’s servers allowed it to be activated which is temporary and will never be fully unlocked in Apple’s servers. Most of these stolen iPhones just get scrapped for parts meaning parts like housing / cameras / charging port / buttons / other components etc gets savaged and the motherboard gets destroyed or also savaged by removing the processor and storage chip pretty much the chips that identify the phone which is sad

The beauty of find my, and iPhones in general, is that it doesn't matter if the carrier will activate it. If it's logged into an Apple account, Apple won't activate it without the original owner unlocking it.
