First of all, twenty one years old used to be that you could get your license.But you couldn't drive on your own until you were twenty five.Most insurance companies wouldn't cover you.So something there in california and western states keep giving these guys licenses.Basically, without any checking on, not to mention, they aren't checking their trucks because they can't speak english.And nobody's going to climb under their truck and do an inspection of scale if they think the guy might drive off and run over him.So they're just spitting them out of there too.Thank you very much highway patrol
