Brigadier Gad Wilson Toko (1943–2002) was a prominent Ugandan military officer, pioneer aviator, and statesman renowned for his technical expertise and peace brokering. Born in Maracha District in West Nile, Toko trained in aeronautical engineering and became the first Ugandan to fly solo in a Soviet MiG fighter jet, subsequently rising to serve as Commander of the Uganda Air Force in the early 1970s. After falling out with President Idi Amin over his refusal to compromise military standards, he transitioned into civil aviation administration, serving as Director General of East African Airways and later as General Manager of Uganda Airlines. Following the July 1985 overthrow of Milton Obote, Toko was appointed Vice Chairman of the Military Council (effectively Vice President) and Minister of Defence under General Tito Okello Lutwa. In this role, he served as the principal lead negotiator for the government delegation at the historic 1985 Nairobi Peace Talks with Yoweri Museveni's National Resistance Movement (NRM). Widely remembered as a principled, soft-spoken professional who sought national reconciliation, Toko tragically died in a motor vehicle accident near Jinja on August 18, 2002. As Vice Chairman of the Military Council and Minister of Defence, Brigadier Gad Wilson Toko served as the principal lead negotiator for the Ugandan government during the four-month Nairobi Peace Talks (August 26 – December 17, 1985). Charged with representing General Tito Okello's military regime, Toko was tasked with negotiating a ceasefire and power-sharing framework with Yoweri Museveni's National Resistance Movement/Army (NRM/NRA). Toko advocated for an all-inclusive government comprising all combatant factions including the Uganda National Liberation Army (UNLA), FEDEMU, UFM, UNRF, and FUNA. His stance treated the NRM as one equal component among many, resisting Museveni's demand for a dominant share of power based on the NRM's four-year bush war campaign. Toko pushed for a balanced representation model to merge all armed groups into a single national army of roughly 8,500 soldiers. Under his proposed framework, the Military Council seat allocation and troop quotas were strictly proportioned across all groups to prevent any single force from achieving military dominance. Toko sought to separate the Okello Military Council from the human rights atrocities committed during Milton Obote's second presidency (Obote II). He argued that the July 1985 coup was itself an act of liberation that ousted a dictator, making the junta a legitimate transitional authority rather than a continuation of Obote's security forces.
