Libraries are government buildings that are listed as non-public forums. The first amendment is allowed to be restricted inside because of that. This is a constant issue that camera clowns try to push the boundaries on. This was also ruled on by Scotus decades ago under the forum doctrine ruling. Until this specific case law gets settled with recording this will be an ongoing back-and-forth issue such as this.
