IMO, yes she’s doing too much but the officer could have handled the situation a little better. He’s asking her questions about the situation while she’s visibly irritated and upset. Tell her you’re going to help her and calm her down before questioning her. In no way did he deescalate the situation it’s almost like he wanted to arrest her.
