This dude is definitely a bootlegger the whole conversation could have ended by simply saying look you're harassing me the fourth amendment protects me specifically from unreasonable stops searches or seizures which one of these are we violating right now The way they keep trying the cops blame is so that they can try and violate his rights because people that don't know they don't have the right to stop and search you let alone detain you without articulating a crime that's why they keep dancing around the subject they keep trying to play games with their words they don't want to say he's detained because they don't want the lawsuit for violating his constitutional rights because by definition what they're doing is harassing him while they try and make up a charge That gives them the right to his id
