take a screwdriver across the starter solenoid on the passenger fender if it cranks then not a starter issue and could likely be a neutral safety switch issue. Ive had it happen many times. U can also set the parking brake or hold down the brake pedal and put it in neutral and see if it cranks and would also verify the neutral safety switch issue not the starter itself

No but if your batteries have good voltage and your starter won’t work you can tap on your starter with a hammer while someone cranks it and it will normally start up buddie
