one idea i had came from a convenience store here in my country, they give you a point's card, every purchase gives you points, points become store credit basically, BUT certain items, such as cigarettes, beer, or similar, don't give points, so, what if we do the opposite, give people their food cards with a certain credit that replenishes every so often, but only certain items can be bought, no cigs, no beer, no pure sugar cookies, no sodas, no electronics, etc, only bread, fruits vegetables, personal hygiene, house cleaning, etc, that way, they don't have to ship food to each house, you simply get supermarkets to work all the logistics, pay them a fee, and then, whenever a person on the food stamps program needs groceries, they can just go to the nearest Walmart or whatever, and buy the products they need using the government card, seems feasible to me
