He is correct that the lights have to be on for an officer to ignore traffic laws and signs. They have to abide by the law at every other time. However, it’s really stupid to follow her, without tags on your car. Even with a “traffic infraction”, you have to give ID. How can they write a ticket without knowing who you are?
