it's efficiency, Obsidian didn't expect players to target civilians when there are plenty of enemy factions and wildlife while going postal on civilians is the main draw for postal games so civilian reactions get a bigger focus, btw still banned in Australia, New Zealand and Germany and was banned in Malaysia and France for violence against civilians
