In the US, if the suspect is white and you're not, it's illegal for you to stop him or even call the cops on him or her, even if the crime was caught on camera. Happened to me twice.

some year ls back, a store owner locked his door and prevent the thief from escaping until the police arrived. Then police arrived and arrested the store owner and put him jail with kidnapping. He sentenced 5years

the call is messed up. if i call on a theft, police show, take info, and then tell you it is tough luck, people steal things. the Chinese lady shouldn't be in trouble, even if it is the law
