I’m pretty sure that was never true, he’s supposed to look like Dick and Bruce. I think people assumed because of when he reveals that the red hood gives him acne and the hair dye back when his hair was red, which doesn’t mean he is ugly it just means he needs a better skin care routine, which at the time of that comic his mental health was in the pits of hell so skin care was the last thing on his mind.

he's not ugly, canonically he's the one who looks most like Bruce, and hes supposed to have a bit of a resemblance to Dick. Jason is a socially closed of and awkward person, yet he still gets a fair amount of girls. I'd say a main contributor to that is his looks

I think it’s really just his scars. When characters say he’s ugly it’s more a reflection of them, and shows that to some, his scarring can be surprising when he takes off mask. Ultimately though I believe he is attractive and looks like a Bruce.
