I’d look up their life cycle, but typically they go dormant in winter and then will enter their larvae stage in spring (where they defoliate). But yes, they do survive the winter and depending on the type they may be a problem :) the “blood” like freezes and a protein or enzyme keeps em alive (it’s been a minute since I’ve studied entomology but I’m a forest tech)

It looks like they didn’t hatch for some reason. Usually those hatch, mate and lay the eggs which winter.
